In January 2024, the national Vocational Education and Training regulator, ASQA announced updated requirements for applying for initial RTO registration, including the requirements for supporting evidence.
And the changes are significant!
'Applicants who submit an initial registration application are declaring that their organisation is ready to start delivering training immediately; however, we have on hand a high number of low-quality and incomplete applications.
Since the updates were implemented, around 90% of registration applications checked have been found to be incomplete on submission. We do not accept these applications, and applicants are provided with 3 days to address the gaps in their application. Where this requirement cannot be met, the application is deemed invalid and is not considered for registration.'
OUCH! 90% of registrations incomplete? WOW, that is a lot!
ASQA's Guide to working with consultants suggests that 'For new entrants to the training sector, a consultant can help navigate the application process and build systems and processes which support you to meet your compliance obligations and commitment to quality'. Yes, we can!
However, before you get too excited about becoming a RTO, Compliance Assist strongly encourages individuals and organisations considering entering the registered training environment, whether through an application for new registration or through purchasing an existing RTO, to engage with an expert (yes, like us) to undertake a detailed 'need's analysis' and feasibility assessment.
Becoming a RTO is a significant business decision - with legal implications, risks and significant (including development, application and ongoing) costs.
So, is becoming a RTO the right decision for you or your organisation? Or, are their other options to explore to achieve your objectives? Choose a consultant / expert to work with you to make the right decision for you - an honest and accurate appraisal of the benefits, risks, obligations and alternatives.
